Change Display Language in all Vista Version

Vistalizator allows you to change display language in Vista editions other than (officially supported) Ultimate, like Starter, Home Basic, Home Premium and Business.

You Only need to download and install Vistalizator and the language pack you want to install. The language pack currently have 2 version of Vista for RTM and Vista with Service Pack 1.
